The Town of Norwich will resubmit its Town Plan for approval by the Two Rivers-Ottauquechee Regional Commission (TRORC). See What Is The TRORC? That was the decision of the Selectboard following the presentation by Director of Planning Rod Francis. The vote was 3-1, with Selectboard member Linda Cook voting against the proposal. She favored a total rewrite of the Plan.
TRORC rejected the Norwich Town Plan, as well as the Randolph Town Plan, at its September 26 meeting. See TRORC Rejects Town Plan.
In the resubmission, the aim of the Selectboard is to provide supporting evidence that the Town Plan meets the requirements for approval. In addition to the resubmission, two Selectboard members were designated to meet with the Chair of the TRORC's governing Board as well as its Executive Director. Selectboard members are clearly irked by the rejection, seeing the decision as capricious. TRORC staff had recommended approval. The rejection of the Town Plan does not make it invalid.
No time was set by the Selectboard for resubmission. Upon resubmission, the TRORC has 45 days to act. There is no statutory right to appeal the decision, according to the memorandum prepared by Mr. Francis in the Selectboard packet.
