At its October meeting, the Norwich School Board adopted budget guidelines for the development of the 2019-20 budget, marking the beginning of budget season with respect to Marion Cross School. The budget for the Dresden School District is a separate matter, addressed by the Dresden School Board.
The "Quick Model” projects a budget increase of approximately 2.01%. However, as noted in the 2019-20 Norwich Budget Guidelines, the “Quick Model” does not include three additional cost factors that most likely will add to the budget:
• settlement of a contract with the teachers and support staff union
• the Federal government funding for education is volatile
• a 5-year building maintenance plan.
As teacher and staff compensation constitutes about 80% of the MCS budget, the outcome of union negotiations will have a significant impact on the budget. With respect to to federal funding, last year, the budget needed to absorb the cost of the LEEEP program, as a federal grant was no longer available. SAU staff tentatively plans to provide an update on the 5-year building maintenance plan at the November School Board meeting.
