Ambulance Deadbeats Cost Town

When an accident happens on the Interstate in Norwich, the Town's first responders are there. The Interstate is the jurisdiction of the state and federal government, But, if an ambulance is dispatched and the user skips out on the bill, then the Town is on the hook to the Hanover Ambulance Service.

These costs are seemingly on the rise, observed Selectboard member Linda Cook at the last Selectboard meeting, as seen on CATV. At that meeting, the Selectboard approved accounts payable for a two-week period that included six payments for ambulance bills totaling around $3,500. It was not clear from the brief discussion whether all the bills were for Interstate calls. The Town has a debt collector, but the best prospect for recouping those costs appears to be asking the State to "throw us a bone" said the Town Manager. 

The problem must not be unique to Norwich. Interstates 91 and 89 pass through a number of towns in the Upper Valley. Anyone know if a local town has found a way to limit its unpaid ambulance bills?
