"Hartford: Reborn Under the Sign of Leo" is a sign now hanging downtown. What gives?

We have questions. 

Is this some cryptically astrological way of thanking town manager Leo Pullar for his service to the community?

Or is it straight-up astrological, suggesting that the Town of Hartford (maybe particularly "The Junc") has been resurrected under the leadership of the lion and those born under the sign?

Or is the sign actually the "sign of Leo" and therefore a joke unto itself? Maybe Leo Pullar hung it there?

We have questions. Can you help?
