Norwich Opens Search For A New Director Of Planning & Zoning

The Town is looking for a Director of Planning & Zoning, as the current director, Phil Dechert, is retiring at the end of April.  Town Manager Herb Durfee plans to appoint a search committee that will review applications, conduct interviews, and make recommendations to him. The hiring decision belongs to the Town Manager, not the Selectboard.

The application deadline is April 23. When asked if the deadline is short, the Town Manager explained in an email: “To me the timeframe is fine since it incorporates 3 weekends (rather than the perspective of 2 weeks). Also, Phil’s retirement takes effect the end of April, so I want to minimize the time the Town won’t have a Director in that position.”  He added: “If there is not a candidate that I believe fits the position, I will re-open the process.”

The job announcement is available at the Town’s website and is being posted with the Valley News, Vermont League of Cities & Towns and the New Hampshire Municipal Association, among others. The job description and minimum qualifications as listed are below. 

This is a full-time position responsible for supporting the Planning Commission in drafting and implementing the Town Plan; drafting, administering and enforcement of land use regulations, and providing professional technical support to the Planning Commission, Development Review Board, and Historic Preservation Commission. Public presentation, writing, and communication skills are important for this position.
Minimum qualifications include a bachelor’s degree in planning, community development, public administration, or a related field – supplemented by three years of progressively responsible experience in zoning, planning and/or community development; or, an equivalent combination of education and experience.
