Abstentions decided Article 7?

At Town Meeting this year, 1,076 people voted, nearly the same as last year. The checklist has 3037 voters, but that number is inflated compared to in fact eligible voters. The population of Norwich is about 3400, not all are voting age.

Some voters abstained on certain Articles, and regardless, most passed overwhelmingly. However, abstentions might have changed the outcome on Article 7 ($100,000 for MCS). The question won by just five votes, 529-524, with 23 not voting.

Running the polls is not a one-person show. Town Clerk Bonnie Munday who is responsible for election said in an email that 6 people worked "each 4 hour shift with 4 shifts total. I had an additional 10 to 12 people help me count the write in ballots." Most of those working the polls are volunteers.
