If you happened to observe this scene in Hartford yesterday, here is the story behind it:

Today (Wednesday) starting at approximately 3pm you will see a lot of Police and Fire apparatus on the interstate on the overpasses, and in the U-turns with their lights on. This is to honor one of our own who is gone too soon.

Mark Phelps Sr.

CHESTER - Mark Phelps Sr., 53, died Monday, Dec. 11, 2017, at Dartmouth-Hitchcock Medical Center in Lebanon, New Hampshire.

He was born April 17, 1964, in Springfield, the son of Charles and Elizabeth (Childs) Phelps.
He graduated in 1983 from Springfield High School and attended the Vermont Police Academy.

Mr. Phelps married Debra E. Duprey in Chester Jan. 8, 2008.

He was an area law enforcement officer for more than 30 years, serving with Bellows Falls Police Department, Springfield Police Department and most recently as sergeant with the Chester Police Department. He was a K-9 officer for several years with his canine partner, Riggs.

He also served with Springfield Fire Department, Chester Fire Department and taught in the Springfield High School Protective Services Program.

Mr. Phelps enjoyed camping, scuba diving, hiking, snowshoeing, four-wheeling, country music and was a New England Patriots fan.

Survivors include his wife, of Chester; a son, Mark Phelps Jr., of East Longmeadow, Massachusetts; his parents, a sister, Susan Dana, and a brother, Jason Phelps, all of Springfield; stepsons Jason Albert, of Denver, Colorado, and Christopher Albert, of Chester; aunts, uncles and many nieces, nephews and cousins.

The memorial service will be held at 3 p.m. Monday, Dec. 18, at American Legion Post #67 in Chester, followed by a celebration of his life.

In lieu of flowers, memorial contributions may be made to National Law Enforcement Officers Memorial Fund Supporter Services, 901 East Street, NW, Suite 100, Washington, DC 20004-2025; or Springfield Humane Society, 401 Skitchewaug Trail, Springfield, VT 05156.

Arrangements are by Davis Memorial Chapel in Springfield.
