Lebanon Police decoy poses as a "teen runaway" to snare a registered sex offender
LEBANON, NH - A registered sex offender was caught Thursday by a Lebanon Police sting operation while he was allegedly in the midst of committing the exact same child luring scheme he was convicted of carrying out two years ago.
Police said that on Thursday they noticed two nearly identical posts in the "New Hampshire Casual Encounters" section of the popular Craigslist website from what appeared to be the same man looking for a "teen runaway" to chat with, exchange pictures, and "maybe meet" up with each other.
"Concerned that this posting was targeting vulnerable underage females, a Lebanon police officer sent a message to one of the ads posing as a 15-year-old from Lebanon who was seeking to run away," the department explained in a release.
The officer soon heard back from a man who initially appeared sympathetic to the supposed teen; however, police said his initial conversation, which was "categorized as grooming in nature," then "quickly turned sexual with the male subject indicating he wanted to come to Lebanon to pick up the 15-year-old female at a shopping plaza and bring her back to his residence to stay overnight. (He) indicated he wanted to engage in sexual intercourse in his vehicle and later in his bed," police wrote.
A female undercover officer went to the spot on the sidewalk along Route 12A in Lebanon where the Craigslist poster had indicated he would be by to pick up the girl and at 11 a.m. a silver Toyota drove up and spoke to the decoy, police said.
Officers swooped in and arrested Dominick Tarallo, 53, of Laconia for two counts of prohibited use of computer services: the first is a Class B Felony alleging that he used an online service to solicit a minor for sex and the second is a Class A Felony charging that Tarallo was previously convicted of a similar offense in Chittenden County, Vermont.
The circumstances of the 2015 incident were nearly identical to those that allegedly transpired on Thursday. Tarallo, who was living in Franklin, New Hampshire at the time, was convicted of attempting to lure a child after he drove more than two hours to the University Mall in Burlington, Vermont to pick up what he thought was going to be a 14-year-old girl who'd seemingly answered an ad he'd placed on Craigslist. Investigators, which included members of the Lebanon Police Department, Homeland Security, and New Hampshire's Internet Crimes Against Children Task Force, said that after an undercover officer began chatting on-line with Tarallo he "began a highly sexual conversation" that lasted over a period of days as he finalized plans to drive over to Vermont and meet her. He was sentenced to jail time and placed on probation as registered sex offender as a result of his conviction last year for the 2015 incident.
On Thursday, following his most recent arrest, Tarallo refused the services of a bail commissioner and, following his initial arraignment in Lebanon District Court, he was ordered held for lack of $75,000 bail at the Grafton County House of Corrections. In addition to the new felony charges, Tarallo will also likely be facing charges that his alleged conduct this week violated the terms of his probation in Vermont.
