NORWICH PLANNING COMMISSION

Members Present: Daniel Johnson, Tom Gray, Brooke Adler, Richard Stucker, Ralph Hybels,

Tom Gray, Vice-Chair, called the meeting to order at 7:10 PM.
1. Agenda – Approved.
2. Minutes – 2-24-11 – Approved with minor change.
3. Correspondence/Announcements –
a. Johnson and Gray have been re-appointed to the Planning Commission by the
Selectboard for additional four year terms.
b. Selectboard has asked the PC to propose options for requiring permits for interior
renovations as requested by the Listers. Dechert will draft options.
c. Gray has been appointed as the PC representative to the Capital Facilities
Planning and Budgeting Committee (a/k/a Son of Norcap).
4. Planning Commission Communications – Lizann Peyton met with the Commission to
brainstorm ideas for communicating concepts and goals articulated in the new Town Plan
to residents. The effectiveness of the Town Plan implementation will be enhanced by the
understanding and full support of residents. The commission was urged to focus on a
clear positive message conveying the essence of these ideas, and the directions the town
may go to continue developing many of the town plan goals of sustainable development
patterns, diverse housing, preservation of natural resources, and energy efficiency.
Use of social media for communication could be added to the process.
5. Town Plan – Dechert reported that there is more work needed on the town plan draft
before it is sent to the Selectboard for adoption. Both he and Gray are in the process of
editing the current draft. Ralph Hybels was concerned that although a few of the 2010
census numbers have been added to the tables and graphs in the Town Profile chapter,
there are sections of narrative that should be re-written in light of the downward trend in
population since the 2000 census. Dechert will work with the consultant and the Center
for Rural Studies on these changes.
6. Revision of Subdivision Regulations –
The PC will continue review of the proposed amendments to the subdivision
regulations with Article 3.3 at the next meeting.
